The international conference of BIZNESTRANS project

The department of Spatial Planning and the department of Economics on the 18th – 19th June 2015 organized International scientific conference entitled „CHALLENGES OF REGIONAL POLICY IN THE CONTEXT OF SOCIO – ECONOMIC DEVELOPMENT OF CROSS-BORDER AREA „. The conference was held within the project „Creating cross- border platform BIZNESTRANS promoting and supporting cooperation between business and academic institutions in the direction of better links” realized from the CBC Programme Poland-Belarus-Ukraine in cooperation with the A.S. Pushkin Brest State University. The project aims to break down barriers to cooperation between companies operating in the border area and universities, strengthen cooperation between universities and companies operating in the border area, linking universities of knowledge with business support and companies on issues related to doing business in cross-border area and creating conditions for cooperation between universities from partner countries in order to promote the development of cross-border business.

The conference was attended by local government officials and representatives of institutions supporting cross-border cooperation including mgr Michał Litwiniuk Deputy Mayor of Biała Podlaska, mgr Tadeusz Łazowski Starosta of Biała Podlaska administrative region, mgr Grzegorz Kubalski of the Association of Polish Cities, mgr Magdalena Fotek-Kulak, President of the Association of Euroregion Bug, mgr Andrzej Słodki, Information Officer of the Joint Technical Secretariat in Warsaw responsible for the implementation of cross-border cooperation programs. The conference was also attended by eminent scientists from all over the country and abroad, including Adam Mickiewicz University in Poznan, University of Life Sciences in Poznan, Poznan University of Economics, University of Rzeszow, SGGW in Warsaw, Warsaw School of Economics, Bialystok University, Higher School of Economics in Bialystok, University of Jan Kochanowski in Kielce, Pedagogical University of KEN in Krakow, Agricultural University in Krakow, Lodz University, the University of Zielona Góra, Gdynia Maritime University, Academy of Jan Dlugosz in Czestochowa, Higher State School of Technology and Economics in Jarosław, Institute of Rural and Agricultural Sciences PAN and the A.S. Pushkin University in Brest, The National Institute for Strategic Studies in Ukraine and Europeum Institute for European Policy (Prague, Czech Republic).

The purpose of the International Scientific Conference was the presentation of the latest research on regional policy in terms of socio-economic development. Particular emphasis of conference was placed on the dissemination of the results of research and analyzes carried out in various academic centers and on comparing them with the practical experience of entities participating in the activities related to the development of cross-border areas, among others, business development. The conference was an opportunity to engage in a debate and exchange of experience in the use of development instruments of regional policy, not only on the Polish side but also the partners participating in numerous cross-border projects.

International Scientific and Practical Conference Brest 30-31.10.2014

On the 30-31 October 2014 in the Brest State University of A. S. Pushkin was organized the International Scientific and Practical Conference entitled „The institutional basis for cross-border entrepreneurship”, which was organized within the project „Creation of cross- border  platform BIZNESTRANS promoting and supporting cooperation between business and research institutions in direction of better links”. The conference was conducted jointly with  Higher State School of  Pope John Paul II in Biała Podlaska.

The conference was attended by academics from Belarus and Poland, representatives of local authorities, entrepreneurs, representatives of the business environment, lawyers, representatives of the Joint Technical Secretariat in Brest.

The conference was opened by  Dr. Tatjana Siergiejewna Siluk, head of the Department of Theoretical and Applied Economics of Brest State University of A. S. Pushkin, the scientific  coordinator of the BIZNESTRANS project on the Belarusian side. She welcomed the participants and introduced the members of the Presidium of the conference.

Conference participants were also welcomed by the Vice-Rector of  Science of Brest State University of  A. S. Pushkin – Dr. Aleksandr Jewgieniewicz Budko and Vice-Rector of student issues of  Higher State School of Pope John Paul II in Biała Podlaska – Dr. Agnieszka Smarzewska. They both agreed that  such international relations of partner universities are extremely important because they lead to greater integration of both organizational and scientific institutions. They also stressed the importance of cross-border cooperation in the region, both in strictly scientific and practical terms, on the development of entrepreneurship. They expressed the hope that this cooperation will continue in the long term. They also drew attention to the utility of the initiatives in the use of EU funds to support the cooperation between science and business.

Later, Ałdanow Maksim Nikołajewicz, Chairman of the Delegation of the Joint Technical Secretariat of the Programme „Poland-Belarus-Ukraine” 2007-2013 presented the dynamics of cross-border projects in the border areas, he spoke about the prospects of a new cross-border cooperation program for 2014-2020.

After the opening of the conference, there began the I plenary session. The moderator of the session was Dr. Oleg Wiktorowich Matysik, an assistant professor of the Brest State University of  A. S. Pushkin, an expert in the use of an online platform BIZNESTRANS. The first speech of  Mariusz Pyra, scientific coordinator of  BIZNESTRANS project on the Polish side, concerned  the BIZNESTRANS project, namely the presentation of the main objectives, tasks, and the current state of the project, as well as the expected future performance of the project.

Nextly, the Head of the Department of Enterprise Management Committee of the Brest Regional Executive Committee Teleżyński Siergiej Władimirowicz, informed about the state and development of entrepreneurship in Brest region, he stressed the importance of cross-border entrepreneurship in terms of increasing the competitiveness of the border area. He also suggested that the Department of Enterprise is ready to show the necessary support during the implementation of  BIZNESTRANS project.

The head of the Department of Innovation Management at the Belarusian State University, Professor Bajnew Walerij Fiedorowicz, gave a talk about vertical integration as the theoretical basis of cross-border cooperation. The paper caused a fruitful discussion between entrepreneurs and academics.

The director of the Statistical Office in Lublin, Krzysztof Markowski presented a paper on the conditions for entrepreneurship of Polish border areas showing the same objective statistical data that can be used for further analysis of the discussed issues.

Andrzej Jakubowski and Slawomir Dziaduch, specialists of the Department of Analysis and Data Processing of Statistical Office in Lublin, presented a paper on the demographic determinants of regional development in the area of the Euroregion „Bug”. They talked about the problem of the  lack of skilled workers in some industries. There was also discusses the possibility to exchange experiences and enhance skills in the context of networking among entrepreneurs.

Chwalko Gieorgij Nikołajewicz, the director of the Central Statistical Office in Brest region talked about the theoretical and practical aspects of statistics on the innovative development of the industrial enterprises in the Brest region.

Tatjana Siergiejewna Siluk, scientific coordinator of the BIZNESTRANS project on the Belarusian side, spoke about the role of cross-border platform „Biznestrans” and its impact on the growth of competitiveness of border areas.

The moderator of the II plenary session was Dr. Aleksandr Vasilyevich Makarewicz, associate professor of Brest State University of A. S. Pushkin.

There talked the representatives of the business environment and the entrepreneurs’ environment. The first speaker was Dr. Ilaszczuk Galina Iwanowna, vice chairman of the Minsk Association of Entrepreneurs and Employers, member of the Presidium of the Association of Legal Entities of Republican Confederation of Entrepreneurship Development. She talked about the problems and prospects of the development of entrepreneurship in Belarus, as well as the role of business associations in the development of cross-border business.

A paper on the role of the Chamber of Commerce and Industry as a tool to support the development of international economic cooperation was presented by Piwnik Jelena Nikołajewna, Director of the Department of Foreign Economic Cooperation of the Brest branch of the Belarusian Chamber of Commerce and Industry.

Regional aspects of entrepreneurship development in the border areas of Brest region, its main problems, perspectives and ways to overcome it were discussed by Dr. Omelaniuk Aleksandr Michajłowicz, head of the Department of Economic Theory and Logistics, an assistant professor in the Brest State Technical University.

The paper on an international agreement as a source of legal regulation of economic activity, legal aspects of cross-border cooperation was presented by Dr. Tatjana Szałajewa Zacharowna, an assistant professor in the Department of Legal and Civic Disciplines of Brest State University of  A. S. Pushkin.

The role of logistics in securing the efficiency of the agricultural sector in the cross-border areas  was presented by  Dr. Kiriejenko Natalia Władimirowna, Head of Marketing in the Agricultural and Industrial Complex, an assistant professor at the Institute for Systems Research in Agro-Industrial Complex of the National Academy of Sciences of Belarus in Minsk.

Mickiewicz Swietłana Michajłowna of Educational Institution „Institute of Economic Activity” in Minsk, gave a lecture on the role of Internet advertising in promoting goods and services to foreign markets.

On the 31.10.2014 there were held sessions in 5 sections: „Future directions for the development of cross-border areas”, „Sustainability management mechanisms for cross-border areas”, „Historical and social aspects of cross-border cooperation”, „Logistics as a factor in increasing the competitiveness of cross-border regions” ” Scientific aims ” (section of young scholars).

Closing ceremony of the conference made Tatjana Siluk, thanking all those present for their participation and emphasizing the role of the EU and European funds, which financed the conference and the BIZNESTRANS project.

THE REPORT OF SCIENTIFIC CONFERENCE ENTITLED „DEVELOPMENT OF ENTREPRENEURSHIP IN CROSS-BORDER AREAS „

On the 25th of  June 2014 in  Higher State School of Pope John Paul II in Biala Podlaska was organized an international scientific conference „Development of entrepreneurship in cross-border areas.” The conference was organized under the Project BIZNESTRANS – „Cross-border platform for promoting cooperation between business and research institutions in the direction of better links” financed by the European Union under the Programme Poland -Belarus- Ukraine 2007-2013.
The conference was organized by the Department of Environmental Sciences of Higher State School in Biala Podlaska. The initiator and main organizer of the conference was Mrs. Katarzyna Świerczewska-Pietras, the Manager of BIZNESTRANS Project .

The aim of the conference was to exchange experiences and views of scientific issues related to economic activity and identify trends and opportunities for entrepreneurship development in cross-border areas.

The meetingof the Conferencewas chaired by Mrs. prof. dr hab. Halina Kałuża from the University of Natural Sciences and Humanities in Siedlce and prof. dr hab. Maciej Jędrusik from the University of Warsaw. The conference attracted a lot of interest. The conference was attended by representatives of many academic circles from Poland and abroad, representatives of research institutes and local government units.

Topics addressed in the speeches of the speakers showed how wide and interesting issue is the development of entrepreneurship in cross-border areas.

The conference ended with a substantive discussion, the summary was made by Professor. dr hab. Maciej Jędrusik and prof. dr. hab. Halina Kałuża. Dr. Katarzyna Świerczewska – Pietras on her behalf and the organizing committee of the conference thanked all the guests for the irparticipation. At the same time she stated that the conference was not only an important scientific event, but also an important to ol for the dissemination of knowledge on entrepreneurship development in cross-border are as and expressed the belief that the presented results of the research will be continued in the future.
The conference was also noticed in the local media. Involvement of the media allowed to reach a wider audience.
